Brookhaven United – Lessons and Takeaways from the $19.7 million Award Winning Municipal Consolidation and Efficiency Competition

The Town of Brookhaven has developed an innovative planning tool that will not only redesign the government of the second largest town in the State and provide meaningful results to its constituents, but also provide a model and catalyst for government reinvention and best practices statewide. The Municipal Consolidation Efficiency Plan, aptly named Brookhaven United, was designed in collaboration with partners to reassess services, redesign government models, and redeploy service delivery protocols across municipal boundaries. The plan was awarded the sole $19.7 million MCEC grant in recognition of the visionary solutions and their potential to impact governments throughout the state. This session will review the key components of the Brookhaven United plan and discuss how they can be implemented in towns throughout New York State.

Water and Sewer District Creation and Consolidation of Those Districts; What You Need to Know

This course will explain the requirements under Articles 12 and 12A of the Town Law in order to form special districts and will also address consolidating those districts according to Article 17-A of the General Municipal Law. The course will explore all steps necessary to form districts, including: drafting of the map, plan and report to the final hearing, incorporating those requirements issued by the Office of the State Comptroller, and reviewing the consolidation process. We will also review various grant opportunities when considering district formation and consolidation.
