Laberge Group was retained by the Town of Shandaken for the planning, design and construction of a new 200,000 gpd wastewater treatment plant and collection system under the New Infrastructure Program of the New York City Watershed Regulations. As part of our services, a Draft Generic Environmental Impact Statement (DGEIS) was prepared. A key issue for this project is the disparity between residential and commercial user cost subsidies by New York City. Annual costs of commercial users are proposed to be less subsidized than residential users and, in general, they have higher flows. The result is substantial annual user costs for many commercial users.
