Village of COOPERSTOWN, NEW YORK
NY FORWARD ECONOMIC DEVELOPMENT PLANNING
- Laberge Group was retained by the New York State Department of State (DOS), Office of Planning, Development and Community Infrastructure (OPDCI) to support the development of a Strategic Investment Plan for the Village of Cooperstown, New York, which received $4.5 million from the NY Forward program. This program, which was established by Governor Hochul to invigorate and enliven downtowns in New York’s smaller and rural communities, is a central component of the State’s economic development efforts.
The Village of Cooperstown will utilize the funding and technical assistance provided by NY Forward to develop, refine, and implement a catalogue of revitalization projects designed to leverage State funding allocated for:
- New development or rehabilitation of existing downtown buildings.
Public improvements such as streetscaping, wayfinding signage, and public space upgrades. - Small projects such as façade improvements, business assistance, and public art.
- Branding and marketing targeting residents, prospective investors, and/or visitors.
Laberge Group is guiding the Village’s Local Planning Committee through an inclusive planning process to refine the community’s vision and goals for revitalization; assess local assets and opportunities; and propose a series of implementation-ready transformative projects. These planning consulting services include:
- LPC coordination and meeting facilitation.
- Community engagement.
- Downtown profile and assessment.
- Downtown vision and goals development.
- Facilitation of an open call for project applications for potential inclusion into the Strategic Implementation Plan.
- Individual project development.
The summation of these activities will result in the development of a Strategic Investment Plan that will include project profiles complete with cost estimates, budgets, feasibility assessments, projected impact statements, and implementation planning. Once funded, these projects will help to enhance the quality of life for residents, foster economic development, and contribute to reinvigorating the regional economy.
