TOWN AND VILLAGE OF RED HOOK, NEW YORK
JUDICIAL COURT CONSOLIDATION FEASIBILITY STUDY

Laberge Group was retained by the Town and Village of Red Hook to conduct a Judicial Court Consolidation Feasibility Study to analyze both the feasibility and advisability of restructuring, sharing services, merging, and/or co-locating court facilities. The aim of this study is to identify the optimal structure to improve the level of the court services provided while reducing the taxpayer burden. In this ongoing study, Laberge Group is analyzing current conditions as well as projected short-term and long-term needs. These include, but are not limited to:

• Priority issues confronting the court,
• Fiscal metrics, annual reports, and municipal budgets to establish a baseline of operating costs and revenues for the Village and Town Courts, including average expenditures, expenditures per capita, and the benchmarking of costs per case,
• Volume and types of current and projected caseloads, as well as the level of service provision for these cases,
• Court processes, organization, staffing levels, security provisions, and record management, and
• Court building and facility assessments.

Based on this analysis, Laberge Group will provide the following assessments and actionable recommendations:

• Assessment of the advantages and disadvantages of various potential restructuring/shared services solutions, including the impact of each restructuring option on the level of service provided to the recipients of court services as well as the financial savings implications of each option,
• Delineation of the specific components of the preferred restructuring/shared services solution,
• An action-plan to facilitate an effective and efficient transition,
• An outline of provisions subsequent to the implementation of a restructuring/shared services solution to ensure that citizens continue to receive professional and efficient service, and
• Advice regarding potential grant and funding opportunities.
