Village Dissolution of South Nyack, NY becomes official

THE DISSOLUTION OF THE VILLAGE OF SOUTH NYACK, NY WILL TAKE PLACE AT THE END OF MARCH

With the passing of the 45-day deadline to challenge the Dissolution Plan approved in July, the dissolution of the Village South Nyack, which will take place in March of 2021, becomes official.

GOING ABOVE AND BEYOND REQUIREMENTS FOR VILLAGE DISSOLUTION

The dissolution process began with a citizen-initiated petition which led to a Village referendum in December of 2020. Voters decided to dissolve the village in a vote of 508 to 292. This initiated a process – required by New York State General Municipal Law – to develop a formal Dissolution Plan. While the NYS law stipulates certain requirements for this plan, the Village of South Nyack, the Town of Orangetown, and Laberge Group (the Village’s consultant) collaborated to develop a plan that incorporates detailed transition and implementation planning. The resulting Dissolution Plan is designed to provide an effective transition, including the transfer of responsibility for the delivery of services from the South Nyack Village Board to the Orangetown Town Board.

INCLUSIVE  & COLLABRORATIVE PROCESS

The truly inclusive of developing the Dissolution Plan involved representatives of the Village Board, the Town Board, Village and Town department heads as well as citizen representation from South Nyack. Central to this process was a Dissolution Plan Steering Committee and four subcommittees, which included Police and Justice Court; Administration and Finance; Land Use; and Public Works.

PUBLIC INFORMATION & INPUT

Public participation and dissemination of factual information were another key component of this inclusive process, particularly given the heightened emotions that typically surround village dissolutions. The input and insights of Village residents was gathered through numerous avenues and informed the development of the Draft Plan. The public participation opportunities and public information efforts included the development of a website and weekly emails designed to keep the public engaged and informed in the process, as well as online postings of committee meetings. Robust interaction via the website included an active Question & Answer forum and several Office Hour sessions which facilitated one-on-one conversations with the consulting team. The Village of South Nyack, Town of Orangetown, and Laberge Group also partnered to facilitate three public meetings to inform the public about the initiation of the plan, ongoing plan development, and contents of the Draft Plan. At each stage of public information, insights and input were sought from the public to inform Plan development.
