What is a Comprehensive Plan?

A Comprehensive Plan is a “living document” that should be updated every 10 years, which provides direction in land use, development, and other long-range planning decisions.

Per NYS Town Law, a Town’s Comprehensive Plan should be periodically reviewed and updated, and Town Zoning updated must conform to the Comprehensive Plan. The Town of Bolton 2002 Comprehensive Plan intended to guide the community for 10 to 20 years after its adoption. Now, 20 years later, the time has come to revisit the Comprehensive Plan to ensure it addresses critical short/long-term land use, economic, infrastructure, housing, recreation, and resiliency/sustainability issues.

A Comprehensive Plan seeks to respond to the following questions about a community by using data and community input:

For this effort, the Comprehensive Plan Committee (CPC), appointed by the Town Board, will facilitate a dialogue with the public and community stakeholders to identify ways to invest in, enhance and leverage assets for future growth and development within the Town.

This Plan Update is funded by a Smart Growth Grant through New York State. Smart growth is an approach to community planning that integrates economic, equity, environmental and energy principals to facilitate a livable, sustainable and equitable community. Project Timeline & Public Input

The preparation of a Comprehensive Plan relies on public input and data such as US Census demographic and economic data. The first step of Planning process focuses on Visioning for the future of Bolton to answer the question “where do we want to be?”, while an Existing Conditions data analysis will help answer the question “where are we now?.” Next, the Comprehensive Plan Committee will prepare the Draft Plan, including draft goals and recommendations, which is the roadmap for “how we get there.”
