Do you have an idea for a project with the potential to transform the heart of Hempstead? A key component of the application for Downtown Revitalization Initiative (DRI) funding is the identification of a slate of synergistic projects that collectively achieve a community-based vision for a reenergized, reinvigorated, and revitalized downtown.

What information should your proposal include?
Proposals must include a project description and a budget. They should also identify the amount of DRI funding sought. For your project to be included in the application, you must be able to provide all information requested in this form. Forms submitted will be reviewed and additional information and documentation may be required by the Village.
What are the eligible project types?

Public Improvement Projects
Streetscape and transportation improvements, recreational trails, new and upgraded parks, plazas, public art, green infrastructure, and other public realm projects.

New Development and/or
Rehabilitation of Existing
Downtown Buildings
Development and redevelopment of real property for mixed-use, commercial, residential, not for profit, or public uses. Development / redevelopment should result in employment opportunities, housing choices or other community services.

Branding and Marketing Downtown branding and marketing projects that target residents, tourists, investors, developers and visitors.

Small Project Grant Fund
A locally managed matching small project fund (up to $600,000) for small downtown projects, such as façade improvements, building renovations, business assistance, or public art. The maximum award from the Small Project Grant Fund is $75,000.

What are other considerations for eligibility?
To be considered for eligibility, your project must be “shovel ready,” meaning that:
  • It has been designed
  • Cost estimates are known
  • The site is secured
  • Some percentage of project funding is in place
  • Implementation can begin in Spring of 2026
